I was wondering how much it would cost to have someone get me a comp cape. My skilling lvls and xp are sub par.
A lot. And it'll take a long time.
That depends on a bunch of things like how many 200ms you have left, how many 2bs, how complete are your wildy diaries, what gear do you have, how complete are your kill count requirements, etc. I don't know anyone who will give you a realistic answer without a ton of info on where you're at in your comp achievements

A typical comp'd account would need 8 skills with 2B xp and at least 20 skills with 200m xp.

Going based on what your account "Yair" has at the moment: 3,109,353,744 xp, you would need an additional 19-20B in xp.
Seeing how the average price for services per 100m xp is roughly 5-7B, I'd estimate it would cost you a cool 1T minimum.
When it comes to "How long?", I'd say a committed servicer could get it done for you under 8 weeks.
