What exactly was the typo? The original post says the Scythe restores 10 Prayer points every 2 game ticks for 10 seconds. Since a game tick is 0.6 seconds, that's 10 Prayer every 1.2 seconds, which would be roughly 80–90 Prayer points over the duration depending on exactly how the game handles the first and last tick. The scythe only heals 50 prayer points in those 10 seconds I mistyped. None of these effects work in pvp. Also the twisted bow has imbue kits that offer increased stats extra damage. I dont see an issue doing that with the scythes.
I think we need to be clear on the actual numbers before deciding whether it's balanced. 50 Prayer points over 10 seconds is very different from the original description.
As for the Twisted Bow kits, I don't think that's really a direct comparison. Yes, the Tbow kits are also custom PKH content, so I'm not saying that custom upgrades shouldn't exist. I actually think the Tbow kits are a good example of how custom content can be added without fundamentally changing the weapon or the existing meta.
The difference is the scale of the proposed upgrades. The Tbow kits provide relatively small increases to its existing accuracy/damage. The proposed Scythe upgrades aren't just small stat increases. You're talking about adding completely new special attacks with significant additional utility and damage effects, such as Prayer restoration, increased damage, bleed damage every game tick, and built-in Soul Split.
That's a substantially bigger change to the weapon than what the Tbow kits represent.
For example, if an upgraded Scythe has significantly better damage while also giving you Prayer restoration or Soul Split, then it's not simply an upgraded version of the existing Scythe. It potentially becomes a weapon that provides both extremely strong DPS and a significant amount of additional utility, which could make it difficult for other weapons to compete.
I don't think the idea of giving HMT rewards additional effects is inherently bad. I actually think HMT needs worthwhile rewards. I'm just saying that the upgrades should probably be closer to the philosophy of the Tbow kits: meaningful enough that you want to obtain them, but not so significant that they completely redefine the existing PvM meta.
The fact that something is custom isn't really the issue. PKH already has custom content. The question is how significant the custom effect is and whether it adds something to the game without making everything else irrelevant.

One of the things that makes PKH unique is that it has actually implemented major OSRS content like ToB, CoX, and now Gauntlet while making that content significantly more accessible than it is on OSRS. You can experience the actual bosses, raids, mechanics, and progression without having to spend hundreds of hours building an OSRS account before you're even realistically able to participate in that content.
At the same time, the custom aspect is important. Using custom weapons, Nex gear, different gear combinations, and PKH-specific metas is part of what makes the server different from simply playing OSRS. I'm not arguing that those things should go away.
I think the distinction is between customizing the OSRS foundation and changing the game so much that the OSRS foundation starts to become unrecognizable.
PKH works well because it sits somewhere in the middle. We get the OSRS content people actually enjoy, without the enormous time commitment required to access it on OSRS, while still having custom gear, custom metas, and quality-of-life changes that make PKH its own game.
So I don't think the choice is "make PKH exactly like OSRS" or "make everything completely custom." I think PKH is at its best when OSRS remains the foundation, while custom content is added carefully around it without fundamentally changing the overall feel, progression, or combat meta of the server.
